Services Offered by the Community Action Partnership of the Greater Dayton Area

Preble County

Welcome to Community Action Partnership serving Preble County. Our Agency offers low-income individuals and families programming and services that promote self-sufficiency. Below is a listing of the services and programs we offer.

Congregate Meals Program
Seniors, age 60 and older may enjoy a well-balanced meal five days per week. Congregate meals are served at 11:30 a.m., Monday through Friday at the PCCOA Senior Center in Enon, Camden Way Apartments in Camden, and Legion in New Paris, and at 12:00 p.m., Monday, Wednesday, and Friday at the Fair Haven Community Church in Fair Haven. To make or change reservations, call (937) 456-5019, from 7:00 a.m. to 1:00 p.m., or call (937) 456-2800 from 8:00 a.m. to 4:30 p.m., Monday through Friday.

Emergency Food Pantry
The Food Pantry is available Monday through Friday from 8:00 a.m. until 4:30 p.m. Eligible individuals in emergency situations may receive staple food items from the Pantry.

Emergency Shelter
This short-term shelter provides emergency shelter and supportive services for homeless and transient persons. Families may stay for up to thirty days while individuals may stay as long as fourteen days. Customers must pass a criminal and drug background check to be considered. Contact the Preble County Police Department.

Furniture and Clothing Bank
Eligible customers may receive donated household and clothing items. Donations and receipt of these items can be made at the Preble County CAP office, Monday through Friday, from 8:00 a.m. to 4:30 p.m.

Head Start
Preble County CAP provides a comprehensive program for low-income families with children age three to five. The family-oriented program offers child/parent education, health and nutrition services, social services, and services specific to the needs of children with disabilities. The Head Start program focuses strongly on parent and community involvement.

Home-Delivered Meals for the Elderly
Home-delivered meals are provided to residents, age 60 and older. Home-delivered meals are available to homebound customers only. Openings for homebound participants are limited. Reservations can be made by calling (937) 456-5019 from 7:00 a.m. to 1:00 p.m. or (937) 456-2800 from 8:00 a.m. to 4:30 p.m. Monday through Friday.

Home Weatherization Assistance Program
Low-income homeowners and renters may be eligible to receive: free attic and sidewall insulation, weather stripping, safety inspections, of furnaces and water heaters, furnace repairs, and consumer education to reduce the cost of their energy bills. Click here for a printable brochure.

Outreach Information and Referral Services
Staff is available to assess customer needs and make referrals to appropriate programs throughout the county.

Preble Auto Recycling Service (PARS)
Low-income individuals who are re-entering the work force or attending school or other training, may be eligible to lease used, high-mileage vehicles at a low monthly rate. Preble County citizens can donate vehicles at the Preble County CAP office.

Section 8 Existing Housing Program
Low-income home and apartment renters may be eligible to receive continuing rental assistance. Contact Rebecca Kisling at (937) 456-2800 for information on the program.

Summer/Winter Crisis Program
The Summer Crisis Program assists with electric bills only under limited situations and may enable an individual with respiratory problems to receive an air conditioner. The Winter Crisis Program operates from November through March each year, and can pay up to $175.00 to maintain, restore or initiate utility service. Assistance with bulk fuel may also be provided.
